তিনটি কৃষি বিল এবং বিদ্যুৎ (সংশোধনী) বিল বাতিলের দাবিতে বিক্ষোভ সমাবেশের আয়োজন

পশ্চিমবঙ্গ ক্ষেতমজুর সমিতি  এবং শ্রমজীবী মহিলা সমিতি তিনটি কৃষি বিল এবং বিদ্যুৎ (সংশোধনী) বিল বাতিলের দাবিতে বিক্ষোভ সমাবেশের আয়োজন করে

পশ্চিমবঙ্গ জুড়ে বিক্ষোভকারী কৃষকদের সাথে সংহতি জানিয়ে বিক্ষোভ সমাবেশের আয়োজন করেছে পশ্চিমবঙ্গ ক্ষেত মজুর সমিতি (পিবিকেএমএস) এবং শ্রমজীবী মহিলা সমিতি (এসএমএস)। তারা অবিলম্বে তিনটি কালা কৃষি আইন এবং বিদ্যুৎ (সংশোধনী) বিল বাতিল করার দাবি জানান। দক্ষিণ এবং উত্তর চব্বিশ পরগনায়, পশ্চিম মেদিনীপুর, নদিয়া, বাঁকুড়া এবং পুরুলিয়া জেলায় বিক্ষোভের দৃশ্য উঠে এসেছে । এর আগে কুমারজোল (উত্তর দিনাজপুর) নামে একটি ছোট্ট গ্রাম ১৬ ডিসেম্বর বিক্ষোভ সমাবেশের আয়োজন করা হয়েছিল, এবং ২৬ শে নভেম্বর এবং ৮ ই ডিসেম্বর ভারত বনধের  সমর্থনে মিছিল করা হযেছে।

আমাদের বক্তব্য হল এই কেন্দ্রীয় কালা কৃষি আইন, কৃষক সম্প্রদায়কেও প্রভাবিত করার পাশাপাশি, দেশের খাদ্য সুরক্ষাকে ক্ষতিগ্রস্থ করবে। সুতরাং আইন বাতিল করা আমাদের প্রধান দাবি, পাশাপাশি অন্যান্য  দাবীগুলি  হল- 

• সমস্ত কৃষি পণ্যের নূন্যতম সহায়ক মূল্যের আইনি গ্যারেন্টি দিতে হবে।  
• ন্যূনতম সহায়ক মূল্যে প্রতিটি গ্রাম পঞ্চায়েত থেকে সরকারকে খাদ্য দ্রব্য কেনার গ্যারেন্টি দিতে হবে।
• সংগৃহীত খাদ্যশস্য গণবণ্টন ব্যবস্থায় পর্যাপ্ত পরিমাণে ভর্তুকি মূল্যে দিতে হবে এবং আইসিডিএস, মিড ডে মিল চালু করতে হবে। 
• উন্নয়নের নামে কৃষিক্ষেত্রে দেশি-বিদেশী  একচেটিয়া পুঁজির অনুপ্রবেশ বন্ধ করতে হবে দেশে যুগ যুগ পরিক্ষিত শ্রমনিবির জীবনভিত্তিক কৃষি  ব্যবস্থা চালু করতে হবে। 
• কৃষিতে যন্ত্রের আমদানী করে কৃষি ক্ষেত্র থেকে কৃষি মজুর উৎখাত বন্ধ করতে হবে কৃষিতে যান্ত্রিকীকরণ বন্ধ এবং কৃষি শ্রমিকদের কাজ থেকে উত্খাত বন্ধ করতে হবে। 
• রাসায়নিক ও বিষ প্রয়োগের চাষ বন্ধ করে প্রকৃতিবান্ধব বিষমুক্ত জৈব প্রাকৃতিক চাষ চালু করতে হবে। 

আমরা বিক্ষোভের আয়োজনের জন্য উন্মুক্ত মঁচ তৈরি করতে সফল হয়েছি। অনুরূপ চিন্তাশীল রাজনৈতিক দল এবং সামাজিক সংগঠনের অংশগ্রহণের মাধ্যমে এটি প্রমাণিত হয়। 

কান্তি গাঙ্গুলি (প্রাক্তন সিপিএম বিধায়ক এবং সারা ভারত কৃষকসভা নেতা), মোহিত ভট্টাচার্য্য (রাজ্য স্তরের সারা ভারত কৃষক সভা নেতা) এবং সুশান্ত নস্কর (ভারতীয় জাতীয় তৃণমূল ট্রেড ইউনিয়ন কংগ্রেস) সকলে আমাদের একই মঁচ থেকে কৃষি আইনের বিরুদ্ধে, রায়দিঘীতে কৃষকদের আন্দোলনের সমর্থনে বক্তব্য রেখেছিলেন।

মজার বিষয় হচ্ছে, তুমরাসরের বিজেপি পঞ্চায়েতের সদস্য হরিরাম মাহাতো বড়াবাজারের সভায় যোগ দিয়েছিলেন এবং কৃষি আইনের বাতিলের জন্য স্লোগান দিয়েছিলেন। কংগ্রেস পুঞ্চা ব্লক সভাপতি বারিট বারান মাহাতো পুঞ্চার সভায় বক্তৃতা করেন আর বড়াবাজারের তুমরাসরের তৃণমূল দলের অঞ্চল সভাপতি   কুতুব খান বরাবাজারে বক্তৃতা রাখেন। পশ্চিমবঙ্গ ক্ষেতমজুর সমিতির সাথে এপিডিআর এবং সারা ভারত কৃষক সভা যথাক্রমে কৃষ্ণনগর ও রায়দিঘিতে এই প্রোগ্রামটির সহ-আয়োজন করেন। আমাদের সাথী ট্রেড ইউনিয়ন শ্রমজীবি সমন্বয় কমিটি মুরারিশায় এই কর্মসূচিতে যোগ দিয়েছিলন।

আজকের গণ অবস্থানে বিভিন্ন জেলায় বিভিন্ন ব্লকে ছোট-বড় অনেক প্রোগ্রাম করেছিল। আমাদের সদস্যরা পুরুলিয়া জেলার বেলমা (পুরুলিয়া ২) এবং লখনপুর (হুরা ব্লক) এর পঞ্চায়েত অফিসগুলিতে স্থানীয়ভাবে ধর্নায় বসেছিলেন। অন্য দিগে, কৃষ্ণনগর শহরে (নদিয়া) জেলাশাসকের কার্যালয়ের সামনে এই গণ অবস্থানের  আয়োজন করা হয়েছিল। পশ্চিম মেদিনীপুরের দাতান ব্লকের আইকোলা বাজারে এবং পুরুলিয়ার পুঞ্চা ব্লকের পুঞ্চা শহরে বিক্ষোভ সমাবেশের পাশাপাশি মিছিল করা হয়। আইকোলার হাটে যুবকরা হাতের লিখিত পোস্টার তৈরি করতে ব্যস্ত ছিল, এবং ইউনিয়নের যুব সদস্যরা বাঁকুড়া শহরের নিকটবর্তী বদুলারা হাটে জনগণের কাছে কালা কৃষি আইন ব্যাখ্যা করেছিলেন। এই অনুষ্ঠানের জন্য বিশেষভাবে তৈরি লোকসঙ্গীতগুলি লক্ষণপুর (পুরুলিয়া), রায়দিঘী (দক্ষিণ ২৪ পরগনা) এবং মুরারিশা চৌমাথা (উত্তর ২৪ পরগনা) গাওয়া হয়।

কৃষকদের ডাকে সাড়া দিয়ে, পশ্চিমবঙ্গ ক্ষেতমজুর সমিতি  এবং শ্রমজীবী মহিলা সমিতির সদস্যরা প্রধানমন্ত্রীর মন কি বাত সম্প্রচারের সময়, প্রতিবাদ করতে ২৭ শে ডিসেম্বর সকাল ১১ টায় থালা বাজাও অনুষ্ঠানে যোগ দেবেন। অসংগঠিত খাতে ভ্রাতৃত্বমূলক ট্রেড ইউনিয়নগুলির সঙ্গে আমরা ২৮ শে ডিসেম্বর কলকাতা কর্পোরেশনের কাছে বিক্ষোভ কর্মসূচিতে দিনব্যাপী বসারও পরিকল্পনা করেছি। বেশ কিছু সদস্য সহ জানুয়ারিতে দিল্লি যাওয়ার পরিকল্পনা করছি।

PBKMS and SMS organize sit in demonstrations demanding repeal of the 3 Farm Acts and the Electricity (Amendment) Bill

Paschim Banga Khet Majoor Samity (PBKMS) and Sharamjivee Mahila Samity (SMS) organised sit in demonstrations across West Bengal in solidarity with the protesting farmers. They demanded immediate repeal of the three Farm Acts and the Electricity (Amendment) bill. Protest sites came up in the districts of South and North 24 Parganas, West Midnapore, Nadia, Bankura and Purulia. This has been preceded by processions in support of the 'Bharat Bandhs' on 26th November and 8th December, 2020. A small village, Kumarjole (Uttar Dinajpur) had also organized a sit in demonstration on 16th December, 2020.

Our contention is that the farm acts will undermine the nation's food security, while also affecting the farming community. Thus repealing of the laws remains a central demand, along with 5 other demands:

• Guaranteed minimum support price for all food items.
• Decentralized procurement of all food items from each Gram panchayat
• Supply of all such food items at subsidized prices through the ration shops and using them for improved school and Anganwadi meals.
• Stop entry of corporate, commercial and chemically toxic farming and return to traditional, ecologically friendly farming.
• Stop mechanization in farming and displacement of agricultural workers.

We have been successful in creating open platforms to organize demonstrations which are  now witnessing participation from like-minded political parties and civil society organizations. Kanti Ganguly (former CPM MLA and All India Krishak Sabha leader), Mohit Bhattacharya (state level All India Krishak Sabha leader) and Sushanta Naskar (Indian National Trinamul Trade Union Congress) all spoke from the same platform against the Farm Bills and in support of the farmers’ movement from our platform at Raidighi. Interestingly, Hariram Mahato, the BJP Panchayat member of Tumlashole joined the meeting at Barabazar and gave slogans for the repeal of the Farm Acts. Barit Baran Mahato, Congress Puncha block president spoke at Puncha and Kutub Khan, Tumalsole Anchal Sabhapati at Barabazar. Association for the Protection of Democratic Rights and All India Krishak Sabha co-organised the program at Krishnanagar and Raidighi respectively. Shramajivi Sammanvay Committee, our fraternal trade union, joined the programme at Murarisha.

Today’s demonstration was marked by small and big programs. Our members sat in dharna on locally at the Panchayat offices in Belma (Purulia 2) and Lakhanpur (Hura blocks) of Purulia district. In Krishnagar town (Nadia) the demondtartion was before the District Magistrate’s office. Processions were taken out along with sit in demonstrations in Ainkola bazaar in Datan block of Paschim Midnapore and in Puncha town of Puncha block in Purulia. Young people used the demonstration to make hand written posters at Ainkola Haat , while youth members of the union explained the issues to the public in Badulara Haat near Bankura town . Folk songs made specially for the occasion were sung in Lakhanpur (Purulia), Raidighi (South 24 Parganas) and Murarisha Chowmatha (North 24 Parganas).

Responding to the farmers’ call, PBKMS and SMS members will join the Thala Bajao programme at 11 AM on 27th December, to protest during the Prime Minister’s Mann Ki Baat broadcast. Along with fraternal trade unions in the unorganized sector, we also plan to have a day-long sit in demonstration near Kolkata Corporation on 28^th December. A contingent also plans to go to Delhi in January.

পুষ্টিবাগানের মাধ্যমে পুষ্টিকর ও স্বাস্থ্য সুরক্ষা

আমাদের সদস্যদের  ৫ টি জেলায়  (নদিয়া , উত্তর ২৪ পরগণা, দক্ষিণ ২৪ পরগণা, বাঁকুড়া এবং পুরুলিয়া) পুষ্টিবাগানের  প্রশিক্ষণ দেওয়া হচ্ছে । আমাদের মূল লক্ষ হলো রাসায়নিক সার, আগাছানাশক ও কীটনাশক ব্যবহার বন্ধ করে জৈবিক পদ্ধতিতে  পুষ্টিবাগান হবে প্রত্যেক সদস্যদের বাড়িতে। আমরা বাজার থেকে যে শাকসব্জি কিনে খাচ্ছি সেগুলো আসলে দেখতেই সতেজ ও পুষ্টিকর কিন্তু সেইসব আসলে আমরা বিষ কিনে খাচ্ছি,  আমরা আমাদের ছেলে মেয়েদের, বাবা মায়েদের, ও পরিবারের সকলকেই নিজের অজান্তেই দিনের পর দিন বিষ খাওয়াছি। আমরা টাকা দিয়ে বাজার থেকে বিষ এনে খাচ্ছি সেই বিষ খেয়ে যখন আমরা অসুস্থ হচ্ছি বিভিন্ন রোগে ভুগছি তখন আবার টাকা দিয়ে হাসপাতাল নিয়ে যাচ্ছি চিকিৎসার জন্য। 

আসলে আমাদের দেশে সনাতনী কৃষি ব্যবস্থা ছিল, যেটা এতটাই ভাল ছিল যে ব্রিটিশ কর্মীরও এই সনাতনী কৃষি বাবস্থাকে প্রশংসা করতে বাধ্য হয়েছিল। এই কৃষি ব্যবস্থাকে আধুনিক কৃষি ব্যবস্থার নামে পরিবর্তন করে বাজার নির্ভর করা হয়। আমাদের সনাতনী কৃষি ব্যবস্থাকে সরিয়ে ব্রিটিশদের এই কৃষি ব্যবস্থাকে প্রধান কৃষি ব্যবস্থা বলে মানা হল। আর এখন আমরা আমাদের আগের কৃষি ব্যবস্থায় ফিরে যেতে চাইছি তখন আমাদের বলতে হচ্ছে আমরা বিকল্প চাষ করতে চাইছি। পশ্চিমবঙ্গ ক্ষেত মজুর সমিতি পুষ্টিবাগানের মত ছোট ছোট উদ্যোগের মাধ্যমে আবার আগের কৃষি পদ্ধতিতে অর্থাৎ প্রাকৃতিক পদ্ধতিতে ফিরে যেতে চাই। 

আজকের অর্থনীতি মানুষকে ঘর থেকে বাজার দিকে নিয়ে যায় আমরা চাইছি মানুষকে বাজার থেকে ঘরমুখী নিয়ে আসতে যেমন রাসায়নিক পদ্ধতিতে চাষের যে ফসল, সবজি খেয়ে আমরা অসুস্থ হয় তারপর আবার হাসপাতালে যাচ্ছি চিকিৎসার জন্য, এই চক্র পরিবর্তন করে আমরা চাইছি আমাদের সদস্যদের বাজারমুখী না করে নিজেদের খাবার অন্তত নিজেরাই তৈরী করুক প্রাকৃতিক বা জৈবিক পদ্ধতিতে, যার ফলে তারা বাজারে যাবে না, রোগ কম হবে তারা নিজেরাই তাদের ওষুধের জন্য মেডিসিন গার্ডেন বানাবে। নিজেদের উপর স্বনির্ভর হবে। 

 আগে যখন রাসায়নিক সার ও কীটনাশক ছিলনা তখনও আমাদের দেশে চাষ হতো। তখনকার মানুষরা প্রাকৃতিক পদ্ধতিতে, জৈবিক পদ্ধতিতেই চাষ বাস করত। কিন্তু কিছু বড় কোম্পানি নিজেদের লাভের জন্য আমাদের রাসায়নিক সার ও কীটনাশক বাবহার করতে শেখাল বেশি ফলনের লোভ দেখিয়ে। এই রাসায়নিক পদ্ধতিতে চাষ আমাদের কৃষি বাবস্থাকে আসতে আসতে নষ্ট করে দিচ্ছে। মাটির উর্বরতা শক্তি কমে যাচ্ছে, বিভিন্ন রকম পোকা মাকড় উপদ্রব বাড়ছে, নানান রকমের রোগ হচ্ছে মানুষের।  বেশি পরিমাণ রাসায়নিক সার বাবহারের ফলে ফুসফুস, কিডনি ও লিভারের ক্ষতি করে এছাড়াও ক্যান্সার ও হতে পারে। যখন রাসায়নিক সার ছড়ায় তখন এটা বাতাসের সাথে মিশে বায়ু দূষণ করে যার জন্য বিভিন্ন রকম অসুবিধা হয় যেমন শ্বাস নিতে অসুবিধা হয়, ত্বক ও চোখের ক্ষতি করে। রাসায়নিক সার ও কীটনাশক বৃষ্টির জলের সাথে গড়িয়ে  পুকুরের জলে মিশে জল দূষণ করে যা পুকুরে থাকা মাছ, জলজ উদ্ভিদ, মানুষ ও গৃহপালিত পশুদের ক্ষতি করে। বেশি পরিমাণ রাসায়নিক সারের বাবহারের ফলে মাটির অম্লত্ব বেড়ে যায় যার ফলে ফলন কম হয়, মাটির উর্বরতা শক্তি কমে যায় এবং মাটির মধ্যে থাকা নানান জীবাণু ও বন্ধু পোকা বিলুপ্ত হয়ে যায়।  

করোনা অতিমারীর জন্য লোকেরা কাজ হারিয়েছে কোনো কাজ পাচ্ছে না আর অন্যদিকে বাজারে শাক  সব্জি দাম আকাশ ছুল বলে। আগে ১০০ টাকা নিয়ে গেলে বিভিন্ন রকম শাক সব্জি কিনে ঝোলা ভর্তি হয়ে যেত, এখন তার দ্বিগুণ টাকাতেও কিছু হবে না।

 পশ্চিমবঙ্গ ক্ষেত মজুর সমিতি সেইজন্য সদস্যদের বাজারের ওপর নির্ভরশীল না হয়ে পুষ্টিবগানের মাধ্যমে নিজদের ওপর নির্ভরশীল হতে বলছে ও সাহায্য করছে। পুষ্টিবাগানের জন্য বড় কোনো জায়গা বা জমির দরকার নেই। ঘরের সামনে, আশেপাশে বা পেছনে পুষ্টিবাগান করা যেতে পারে, এছাড়াও উঠোনে বস্তা, প্লাস্টিকের বোতল, টব ইত্যাদি দিয়ে করা যায়।

পশ্চিমবঙ্গ ক্ষেত মজুর সমিতির প্রশিক্ষকরা সদস্যদের পুষ্টিবাগান বানানোর জন্য প্রশিক্ষণ দিচ্ছে ও তদারকি করছে। আমাদের লক্ষ ৬২০০ পরিবারকে রবি ফসলের  বীজ,  প্রশিক্ষণ ও সমস্ত রকম সাহায্য করা, যাতে তারা পুষ্টিবাগান করে। এখন অবদি ৫৮০০ পরিবারকে প্রশিক্ষণ ও বীজ দেওয়া হয়েছে, তারা সবাই জৈবিক পদ্ধতিতে পুষ্টিবাগান করেছে। আমাদের এই বছরে সদস্য সংখ্যা প্রায় ৬৫০০০-৭০০০০ হবে, আমরা আসতে আসতে সমস্ত সদস্যদের পরিবারকে পুষ্টিবগান করতে সাহায্য করবো, যাতে আমাদের  সদস্যদের পরিবার সুস্থ থাকে ও বাজারের ওপর নির্ভরশীল না হয়ে নিজেদের ওপর নির্ভরশীল হয়। এছাড়াও আমাদের লক্ষ হলো দীর্ঘ মেয়াদী মাটির উর্বরতা বজায় রাখা, ফেলে দেওয়া বর্জ্য পুনরায় ব্যবহার করা, দূষণ মুক্ত পরিবেশ, বাজার নির্ভরতা হ্রাস ও খাদ্য নিরাপত্তা।

আগের পদ্ধতিতে ফিরতে হয়তো আমাদের ফলন, লাভের পরিমাণ কমে যাবে কিন্তু আমাদের পরিবেশ, কৃষি ব্যবস্থা ও ভবিষ্যত প্রজন্মকে সুস্থ রাখতে গেলে আমাদের আগের প্রাকৃতিক পদ্ধতিতে ফিরে যেতে হবে। অনেক শত্রু যারা আমাদের নিজের স্বার্থের জন্য  বাধা দেওয়ার চেষ্টা করবে কিন্তু আমরা আরও অনেক লড়াই যেমন একসাথে লড়ে জিতেছি তেমন এটাও আমরা একসাথে লড়াই করব আর জিতবো।

নোনা জল ঢুকে ফসলের সর্বনাশ, অভিযোগ সরকারি বীজকে ঘিরে

একদিকে করোনা অতিমারীর জন্য চাষী ও দেশের সবাই বিভিন্ন সমস্যায় ভুগছে। আর অন্যদিকে আমফানের ঝড়ে মেদিনিপুর পশ্চিমবঙ্গের বেশ কয়েকটি জেলায় (হাওড়া, হুগলি, উত্তর ও দক্ষিণ ২৪ পরগণা, কলকাতা, পূর্ব ও পশ্চিম মেদনিপুর এবং পূর্ব বর্ধমান) চরম ক্ষতি হয়, অনেক ঘর ভেঙে যায়, ফসলের ক্ষতি হয়, আবার অনেক জায়গায় যেমন দক্ষিণ ২৪ পরগণা ও উত্তর ২৪ পরগণায়  নদীর বাঁধ উপচে নোনা জল ঢুকে যায় চাষের জমিতে। নোনা জল ক্ষেতে ঢুকে যাওয়ায় চাষীদের মাথায় হাত কারণ নোনা জল ক্ষেতে ঢুকে জল ও মাটির ক্ষারত্ব বেড়ে যায় যার ফলে ফলন ভাল হয় না।

পশ্চিমবঙ্গ ক্ষেত মজুর সমিতি তাদের সদস্যদের সাহায্যের জন্য এগিয়ে আসে। দক্ষিণ ২৪ পরগণায়  ৮০০ সদস্যদের ৮ কেজি মাথাপিছু ও উত্তর ২৪ পরগণায় ৫০০ সদস্যদের ১ কেজি মাথাপিছু নোনা জলে সহনশীল ধানের বীজ ও কিছু জনকে প্রশিক্ষণ দেওয়া হয়। ৮০ শতাংশ চাষীদের খুব ভাল ফলন হয়েছে, উত্তর ২৪ পরগণায় ১০ % চাষীদের বীজ দিতেয় দেরি হয়েছিল তাই সেরকম ভাল ফলন হয়নি, আর দক্ষিণ ২৪ পরগণায় বীজ দিতে দেরি হওয়া বাকি ১০% চাষীরা খরাই চাষ করবে বলে বীজ সংরক্ষণ করে রেখেছে। এই ধান বীজ চাষ করে চাষীরা খুব খুশি। তারা এই কারণে আরও বেশি পরিমাণ বীজের দাবি করেছে।

অন্যদিকে সরকার থেকে উত্তর ২৪ পরগণায় হিঙ্গলগঞ্জ ব্লকে বিভিন্ন গ্রামের চাষীদের বিশেষ প্রজাতির ধানের বীজ দেওয়া হয়, নোনা জমিতেও ভাল ফলন দেবে বলে চাষীদের আশ্বস্ত করেন কৃষি কর্তারা। কিন্তু এই বীজে ফলন একদম ভাল হয়নি, সমস্ত চাষীদের মাথায় হাত ধানের ফলন দেখে। যে জমিতে ১০ বস্তা ফলন পাওয়ার কথা সেখানে হয়তো মেড়েকেটে ২ বস্তা ধান পাওয়া যাবে। কিছু চাষী ধান  কেটে ঘরে আনবে না বলেও ভেবেছে। কারণ ধান কেটে ঘরে আনতে গেলে আরও অনেক টাকা লোকসান হবে।

এখানে সঙ্গত প্রশ্ন, কেন একই জেলাতে পশ্চিমবঙ্গ ক্ষেতমজুর সমিতি এবং সরকারের দেওয়া বীজগুলি বিপরীত ফলাফল হয়েছে?

এক দিক দিয়ে, পশ্চিমবঙ্গ ক্ষেতমজুর সমিতি দেওয়া বীজগুলিতে খুব ভাল ফলন হয়েছে, অন্য দিকে সরকারের দেওয়া বীজগুলি ফলন হয়নি বলেই চলে। সরকার যে দায়িত্বহীন ভাবে কাজ করছে তা চরম চিন্তার বিষয় এবং আমরা আশঙ্কা করছি যে যদি এভাবে চলতে থাকে তবে সরকারের হস্তক্ষেপেই কৃষকদের দুর্দশা কম হওয়ার পরিবর্তে, বৃদ্ধি হবে।

PBKMS Marches in solidarity with the Nation's Farmers

 PBKMS observes the day of nationwide 'bandh' across districts in West Bengal

Paschim Banga Khet Majoor Samity (PBKMS) stand in solidarity with the protesting farmers across the nation on 8th December, 2020 and extends its support to their call in observing 'Bharat Bandh' on this day. From the tea gardens to the 'Rarh Regions' of West Bengal, PBKMS has risen up in a spirited fashion to oppose the farm laws.  

As a union of people who are landless or own very little land, our members have very little marketable surplus and are therefore not immediately affected by changes in the laws. However, like urban workers, we are net purchasers of food. In the long term, these laws will ultimately lead to the roll back of the MSP, procurement, and the rationing system, from where we get cheap food grains. The changes in the Essential Commodities Act will allow hoarding and a huge rise in food prices. On the whole, the introduction of these 3 laws will hasten the corporatization of agriculture and damage our food markets irreversibly. The laws are a danger for all of us, not just farmers. Our comrades have organized marches and demonstrations in various parts of West Bengal to enforce the general strike and scenes from some of them are being shared here:

PBKMS observes Nationwide General Strike

PBKMS rises up against the anti-people policies of the central government from the tea gardens of North Bengal to the rice fields of South Bengal

Paschim Banga Khet Majoor Samity (PBKMS) organizes protest marches and peaceful demonstrations to mark 26th November, 2020 as the day of the general strike. Central trade unions had given a call to observe a Nationwide General Strike and PBKMS on complete solidarity with the cause, mobilizes its members across the districts of West Bengal. The recent pro-capital legislations on trade of agricultural produce and labour welfare, apathy of the central government towards the woes of the working class and the penchant to formulate policies in favour of the bourgeoise class warrant a mass show of dissent to communicate the general discontent on the governance model adopted by the political leadership. We are also advocating for reforms in the Public Distribution System and strengthening of NREGA (the public works programme) to address distress amongst the vulnerable population owing to the unplanned nationwide lockdown and the pandemic induced slowdown in the economy. Comrades were stopped in some places from continuing with their rallies and we were even prevented by the police administration from beginning our march in Puncha, Purulia. Still we could mobilize our members and complete quite a number of peaceful demonstrations and rallies and a few glimpses of our activities during the day are being shared below:

We demand the following measures to be implemented immediately by the central government:

• Extension of Pradhan Mantri Garib Kalyan Anna Yojana for at least one year
• Provision of work for at least 200 days for a household in a financial year under NREGA
• Minimum daily wage of ₹600 for every workers, including those working under the NREGA
• Rollback of all the recently ratified farm and labour legislations, which have been found to be against the welfare of farmers and workers.

PBKMS members  in North Bengal in districts like Alipurduar and Jalpaiguri also supported the general strike by taking out rallies and protest meetings. In Raimatang, Torsha, Madh tea gardens of Kalchini block; Chuniajhora and Kohinoor of Alipurduar 1 block; and in Hantapara, Dumchipara, Ramjhora, Birpara’s Jateshwar division, Garganda and Bandapani of Madarihat block of Alipurduar district, tea garden workers  supported the strike by not going to work and organizing peaceful protest marches and rallies. Banners and posters were also distributed by PBKMS members with demand for tea garden workers. The members of Paschim Banga Khet Majoor Samity also organized public meetings to raise awareness among the tea garden workers about their rights regarding land and wages. The demands put forwarded by the tea garden workers are:

1. Declaration of a decent minimum wage for tea garden workers immediately.
2. The tea garden workers should be given land rights.
3. Provision of work for at least 200 days for a household in a financial year under NREGA.
4. Extension of free food grains Pradhan Mantri Garib Kalyan Anna Yojana(PMGKAY) for at least one year.
5. Rollback of all the recently ratified farm and labour legislations.

The normal life of Alipurduar and Jalpaiguri districts was affected by the call of strike in the region by all Central Trade Union Organisations of the Left Front and Congress. The markets and bus stops of Alipurduar and Jalpaiguri looked deserted as workers participated in the strike. All markets in Birpara town were closed. Workers and laborers from the organized as well as workers and laborers from unorganized sectors participated in the strike. The shop owners, vendors, daily wage laborers, etc. protested against the labor and farms laws passed by the central government by closing down their shops and markets. Public meetings were organized to protest against the anti-farmers, anti-workers laws and pro-capital legislations passed by the central government.

National Day of Action

PBKMS and SMS rise to the call for observing a national day of action given out by the Right to Food Campaign

Paschim Banga Khet Majoor Samity (PBKMS) and Shramajivee Mahila Samity (SMS) have organized outreach programmes and taken up social action initiatives to show complete solidarity with the demands of the Right to Food Campaign. We along with various people's associations in West Bengal have began advocating for reforms in the Public Distribution System (PDS). The PDS should be bolstered to respond to the impending food crisis arising out of factors, not limited to the general deprivation levels of the vulnerable population, an unplanned nationwide lockdown, the pandemic induced slowdown, a decelerating economy and loss of community ownership over natural resources, compounded by a non-responsive political leadership.

We demand the immediate implementation of the following measures to ensure food security for the working class, which is guaranteed by the article 21 of the Indian constitution:

• Extension for one more year of free rations and pulses under PM-GKAY from December
• Restoration of free rations of the RKSY-2 ration card holders
• Rations per head per month of 14 kilograms of food grains, 1.5 kilograms of pulses and 800 ml of edible vegetable oil
• Universalization of the PDS and hence immediate coverage of non-ration card holders
